This looks ok to me, from reading patches. However, I can't run the
test suite: I have no yaml module in my Baserock development VM. I could
install it manually, but I think it would be good to stop causing that
kind of migration issue.

Here's what I would like to see:

    All the changes in any part of Baserock can be built from scratch
    using only release N, including release N's staging filler and
    version of Morph.

This would mean:

* No changes to Morph that won't work when running Morph from git on
  release N.
* No changes to staging fillers until release N+1 is released.

For now, this would mean that we need to co-ordinate updates like this
across multiple releases. The "build essential" work will mean, I think,
that we can do all in one release, which will be a relief.

However, I don't want to make adopting YAML for morphologies take
a long time. Thus, I am OK for this getting merged, I just wanted
to raise this issue of breaking things for everyone.
