No. Wimp_ReportError is single tasking and fundamentally rubbish.

How may I provoke the generation of a log file?
By running NetSurf, doing the thing you want, and then quitting it. The
log file will be in <Wimp$ScrapDir>.WWW.NetSurf, as always.
