[Netsurf-develop] Web reget?

Occasionally, when downloading, one gets a message saying 'transfer closed with xxxx bytes remaining'. I know that in the world of FTP, a reget command exists that allows you to pick up an interrupted download partway through. Does an equivalent feature exist for web downloads?
