Unacceptable. There is nothing to suggest to the user that this
action is required. It might be thought (as I did) the rest of the
page was blank due to bad HTML or Javascript. As much of the frame
set that can be displayed in the window width should be displayed,
then it should be pretty obvious to the user that the window needs to
be wider to see the remaining undisplayed content.
