No, Ctrl-Shift-C and Ctrl-Shift-V just copy and paste on the Global
According to the Quick Reference page in the StrongED StrongHelp manual:
cs-C Copy block to clipboard
cs-V Paste clipboard to text
I don't know whether 'to text' means 'to the cursor', or if it
conversion to text before pasting.
