It's not difficult -- we've had an implementation in the sources for at
least two years. The trouble is, it's disabled because it increases page
load times significantly. Enabling it is dependent on two things:
1) Changing the way NetSurf handles URLs internally
2) libdom
Don't expect either of those changes to happen soon.
Is it perhaps that CSS lacks the feature and overrides
the earlier system which catered for visited links?
No. CSS has support for visited links.
