I'm not sure there's any need for the Amiga specific always_open_tabs
option. The button_2_tab option basically enables/disables tabs:
With button_2_tab set:
+ Links which have target="_blank" open in tabs rather than new windows
+ Button 2 opens links in new tabs
+ Button 1 with CTRL held opens links in new windows
Without button_2_tab set:
+ Links which have target="_blank" open new windows
+ Button 2 opens links in new windows
+ Button 1 with CTRL held opens links in new tabs
So button_2_tab enables/disables normal tabbed browsing behaviour. CTRL
clicking a link overrides the configured option, so the user can easily do
the opposite when they need.
Also, note that if the target_blank option is set, then links with
target="_blank" will behave like normal links. That is they will open in
the current window unless the user opens them in a new tab or window
deliberately.

That's not what I experienced when I tested it. This is the only
difference though.
I had target_blank set, which I've now disabled so I'll check again.

See desktop/browser.c line 1092ish for the core behaviour.
I had target_blank set, which I've now disabled so I'll check
again.
That shouldn't make a difference. Unsetting it really just means it opens
in the same window if you use button 1.

There is no code for when always_open_tabs is not set.
I've just checked it again and button_2_tab is working as you
describe. I'll keep an eye on it and remove the Amiga-specific
version shortly.

I've found a minor problem - not only with button_2_tab but with all
instances of opening new windows by button 2 or ctrl clicking on links
- the new window opens remembering the history of the window the link
was opened from.
eg, from the netsurf welcome page, you can ctrl/button2 click on the
documentation link, and then from the documentation tab/window the
back button can be clicked to get back to the welcome page.

That is a deliberate (and much celebrated!) feature -- local history
cloning.
Why should the local history be lost when a link is followed in a new
window? If I close one window, and want a page from a few pages ago I
don't want to discover that the window I closed was the one with all the
local history context of how I got to the page I'm looking at. It seems
arbitrary to have local history in the first window and lose it when you
open a link in a new window.

I did wonder whether it was intentional, I can see how it can be
useful it just isn't what I'm used to. It's not a bug then, good :)
