The problem is a spidering system called "Surf", which has been used in
several attempts to mass-copy the contents of BAILII; it tends to have
a "padded" user-agent string, presumably to catch sites that are
looking explicitly for "Mozilla" or whatever.
Ah, right.
However, since nobody has attempted to use this recently, I have
narrowed the restriction and your users should now have no difficulty in
gaining access to BAILII. If I have to broaden the restriction again, I
shall contact you and attempt to find an alternative resolution.
