Your libcss is probably out-of-date, if you're using the one in NSTools.
It's easy to fetch, build and install libcss into NSTools.
Please follow the instructions in the "Obtaining NetSurf's build
dependencies" section of
http://source.netsurf-browser.org/trunk/netsurf/Docs/BUILDING-RISC_OS
To quote from that file:
The NSTools on the web site is not auto-built, so it may not always have
the latest versions of the NetSurf project's own libraries. In this case
you will need to build the libraries yourself and update your copy of
NSTools.
