mingw cross compilation

Hi,
while I was cross compiling Netsurf from FreeBSD to Windows I stumbled
upon forgotten static prefixes before mingw toolchain executables in
Netsurf's build system. Netsurf itself is fine but all other libraries
are affected. Check the attachment.
