well... hmmmm.... let's think that through. as long as people don't
*actually release designs* they shouuuuld actually still be able to
use it... just not go to production.
for many people that might actually be "good enough", i.e. sufficient
to actually *do* debugging of the design. the problem is, if you
actually want to release a production design - actual silicon - which
*end-users* want to be able to debug.
Initially the Ethernet branch (not yet released) incorporated a BSD
licensed block. On closer examination this was found to contain
discriminatory clauses so it has now been adapted to a third author(Forencich)
